China's 2011 trade surplus shrank slightly to $160 billion last year, Chinese Commerce Minister Chen Deming said on Thursday, giving grist to Beijing's vows to boost imports and balance the nation's trade.

The country had a trade surplus of $183.1 billion in 2010.
According to Reuters calculations, China recorded a surplus of about $21.6 billion in December, a four-month high and a sharp rise from November's $14.5 billion.

If that number is accurate, it would be well above market expectations.
A Reuters poll of 23 economists forecast China's trade surplus to fall to $8.8 billion in December as weakening global demands hurt Chinese exports.

Still, China will take new measures to defend and grow its market share as the world's largest exporter, Chen said.

"Export tax rebate process will be accelerated," Chen said, adding other policies include steady pro-trade policies and enhanced credit support to exporters.

Though we haven’t heard President Obama take a tough stance against China’s currency manipulation since his campaign rhetoric in 2008, it seems the president is finally putting pressure on Beijing to clean up it's act.

During a news conference in Hawaii yesterday that marked the conclusion of a summit with Asia-Pacific leaders, President Obama said that the U.S. has had enough of China’s mercantilist trade practices and deliberately undervalued currency:

“Changes are difficult for them politically, I get it…But the United States and other countries, I think understandably, feel that enough’s enough.”

And in regards to to the glacial pace at which China has been raising the value of the yuan, the president pointed out that
“We recognize they may not be able to do it overnight…but they can do it much more quickly than they’ve done it so far.”

These uncharacteristically harsh words from President Obama come on the heels of the Senate’s bipartisan passage of S. 1619, The Currency Reform for Fair Trade Act, which would hold China and other nations accountable for manipulating their currency.
There is also mounting evidence to suggest that revaluing the yuan could create millions of U.S. jobs.

Though we’re glad President Obama is finally standing up for the interests of our industrial sector, we’d like to remind him that talk is cheap…but the toll China’s cheating has taken on our industrial sector has not been.
It’s time for the administration to take concrete steps to end China’s mercantilistic practices in order to level the playing for American companies and their workers.

Eastman Kodak Co. is preparing to seek bankruptcy protection in the coming weeks, people familiar with the matter said, a move that would cap a stunning comedown for a company that once ranked among America's corporate titans.

The 131-year-old company is still making last-ditch efforts to sell off some of its patent portfolio and could avoid Chapter 11 if it succeeds, one of the people said.
But the company has started making preparations for a filing in case those efforts fail, including talking to banks about some $1 billion in financing to keep it afloat during bankruptcy proceedings, the people said.

A filing could come as soon as this month or early February, one of the people familiar with the matter said.
Kodak would continue to pay its bills and operate normally while under bankruptcy protection, the people said.
But the company's focus would then be the sale of some 1,100 patents through a court-supervised auction, the people said.

That Kodak is even contemplating a bankruptcy filing represents a final reversal of fortune for a company that once dominated its industry, drawing engineering talent from around the country to its Rochester, N.Y., headquarters and plowing money into research that produced thousands of breakthroughs in imaging and other technologies.

The company, for instance, invented the digital camera-in 1975-but never managed to capitalize on the new technology.

Kodak's troubles date back to the 1980s, when the company struggled with foreign competitors that stole its market share in film.
The company later had to cope with the rise of digital photography and smartphones.

It wasn't until 10 years ago that the mood began to sour, said Mr. Shanebrook.
By 2003, Kodak announced it would stop making investments in film.
"I didn't want to stick around for the demise," he said.

Should it seek bankruptcy protection, Kodak would follow other well-known companies that have failed to adapt to rapidly changing business models.
They included Polaroid Corp., which filed for bankruptcy protection a second time in December 2008

Mr. Perez decided to base the company's future on consumer and commercial inkjet printing.
But the saturated market has proved tough to penetrate, and Kodak is paying heavily to subsidize sales as it builds a base of users for its ink.

The company remains a bit player in a printer market dominated by giants like H-P.
Kodak ranks fifth world-wide, according to technology data firm IDC, with a market share of 2.6% in the first nine months of 2011.

Japan said Wednesday its foreign exchange reserves hit a record high $1.3 trillion in November after authorities intervened in currency markets to stem the yen's rise.
The level was $94.88 billion higher than in October, the finance ministry said, and surpassed a previous record of $1.22 trillion set in August.
The reserves are composed mainly of foreign-currency denominated securities and bank deposits along with gold and other assets, according to ministry data.

The Treasury Department, in its overdue semiannual currency report, offered its most direct criticism to date of Japan’s two latest currency interventions, which the U.S. didn’t support.
The move could complicate any further attempts by Tokyo to intervene in currency markets.

Treasury also said in the report, released Tuesday, that it would continue to press Beijing for greater exchange-rate flexibility, as well as to level the playing field for foreign companies and to shift China’s economy away from export-led growth.
In the report, the department said that “While China’s real exchange rate has appreciated, the process of appreciation remains incomplete.”
“China’s longstanding pattern of reserve accumulation, the persistence of its current-account surplus and the incomplete appreciation, especially given rapid productivity growth in the traded-goods sector, indicate that the real exchange rate of the renminbi is persistently misaligned and remains substantially undervalued,” the report said.

On Japan, the Treasury report noted that “rather than reacting to domestic ‘strong yen’ concerns by intervening to try to influence the exchange rate, Japan should take fundamental and thoroughgoing steps to increase the dynamism of the domestic economy, increase the competitiveness of Japanese firms-including those in utilities and services-and raise potential growth.”

The U.S. and other Group of Seven nations joined Japan in a yen intervention after the March 11 earthquake.
But the U.S. declined to back Japan’s two latest moves, saying the currency should be based on market fundamentals.
Market participants in Japan said early Wednesday that they were surprised by the strong language used in the Treasury report and predicted that it would make it more difficult for Tokyo to again enter the market to try to weaken the yen.

In the second diplomacy-tinged sea rescue in less than a week, a vessel on patrol with the Navy’s Fifth Fleet near the Persian Gulf saved a group of distressed Iranian mariners, pulling them to safety from a cargo dhow that was foundering with a flooded engine room.
In a statement, the command said the Coast Guard patrol boat Monomoy, on assignment with a Fifth Fleet task force in the northern Arabian Gulf, approached the stricken Iranian dhow, the Ya-Hussayn, after the dhow’s crew hailed the Monomoy with flares and flashlights before dawn.
“The dhow’s master requested assistance from Monomoy indicating the engine room was flooding and deemed not seaworthy,” the statement said.
The six Iranian crewmen - two aboard the Ya-Hussayn and four on a life raft tied to its stern - were transferred to the Monomoy, the statement said, and were given “water, blankets and halal meals,” noting that such meals are routinely stowed aboard Coast Guard ships “to provide to Muslim mariners in distress.”
Following the customary protocols, the Monomoy crew informed the Iranian maritime rescue service, and the six rescued crewmen were later transferred by inflatable boats to the Naji 7, an Iranian Coast Guard vessel.
The statement quoted the owner of the stricken dhow, Hakim Hamid-Awi, as thanking the Monomoy crew and saying, “Without your help, we were dead.”

In the middle of a tense standoff between Iran and the United States, the crew of an American destroyer patrolling the North Arabian Sea rescued 13 Iranian fishermen who had been taken hostage by Somali pirates more than a month ago.
Rear Adm. Craig S. Faller, the commander of an American carrier strike group that was threatened by Iran’s navy on Tuesday, explained that the U.S.S. Kidd, an American destroyer, intercepted the Iranian-flagged Mulahi on Thursday after receiving a distress call.
After a show of force from the destroyer, 15 pirates on board were convinced to lay down their weapons and surrender to a boarding party from the Kidd.

Our colleague C.J. Chivers, who is reporting on the carrier group’s work, was taken on board the fishing boat after the pirates surrendered.
His complete report on the rescue will be published soon, but he sent us a note saying that the Iranians “greeted the American sailors with wide-eyed relief.”

“It is like you were sent by God,”
said one of the rescued fishermen, Fazel Ur Rehman, 28, huddled under a blanket in the vessel’s stern as sailors from the Kidd’s boarding team watched over the deflated pirates on the deck of the pitching bow.
“Every night we prayed for God to rescue us. And now you are here.”

Commander Ellinger said the Iranians “were extremely grateful” to the sailors who rescued them.
The crew told the Americans that they had been taken hostage more than a month ago and their ship had been used in pirate operations from the North Arabian Sea to the coast of Somalia.

NATO warships have freed Iranian and Indian vessels held by Somali pirates off the Horn of Africa, rescuing five Iranian, nine Pakistani and 20 Indian crew members.
The NATO operation came days after the US navy saved 13 Iranian fishermen who were held hostage by pirates for weeks in the Arabian Sea, a rescue welcomed by Tehran amid heightened tensions with Washington.
On Saturday, a Danish warship freed five Iranians and nine Pakistanis off the Somali coast after intercepting an Iranian dhow used by pirates as a mothership from which to launch attacks.

The pirates tried to escape to the Somali coast but stopped when Danish navy snipers fired warning shots.
A search team, backed by a helicopter, then found the 14 crew members and 25 suspected pirates.
The crew members were not injured and "were given access to phone calls so they could give their relatives the good news of their release," a NATO statement said.

The other rescue took place on Friday, when a US warship, the USS Carney, intercepted the Indian-flagged dhow Al-Qashmi off the southwestern coast of Oman.
The 20 Indian crew members were freed and the nine pirates put on a fast boat carried by the dhow and given sufficient fuel, provisions and water to return to Somalia.

President Barack Obama signed into law over the holiday weekend a defense authorization bill containing a provision that imposes sanctions on Iran’s central bank.

The Iran sanctions measure penalizes foreign financial institutions that do business with Iran’s central bank, Bank Markazi.
The law forces anyone that does business with Bank Markazi to choose between ending that business and with being blocked from the U.S. economy.

Following Obama’s signature, Iran’s currency fell 12% against the U.S. dollar but by Tuesday it gained back 8% (sub req).

The Obama administration has some flexibility with which to enforce the legislation, which is intended to curtail the country’s ability to sell its oil.
About half of Iran’s oil transactions are routed through the central bank.
But a senior administration official talking to the Wall Street Journal said it intends to implement the law without harming the global economy.

Under the provision, certain measures begin to take effect in 60 days, including sanctions on purchases not related to oil and the sale of oil products to Iran through private banks.
The toughest measures won’t go into effect for at least six months.

The president can waive the imposition of the sanctions if he determines such a waiver is in the national security interest in the U.S., and provides Congress with a justification for it that includes “any concrete cooperation” he got - or would expect to get - as a result from the waiver.

Diplomats said EU envoys had held talks on Iran in the last days of December, and that any objections to an oil embargo had been dropped - notably from crisis-hit Greece which gets a third of its oil from Iran, relying on Tehran's lenient financing.
Spain and Italy are also big buyers.

The embargo will force Tehran to find other buyers for oil.
EU countries buy about 450,000 barrels per day (bpd) of Iran's 2.6 billion bpd in exports, making the bloc collectively the second largest market for Iranian crude after China.
Iran's biggest trading partner, China, has already cut its order of Iranian oil by more than half this month.

The United States imposed new sanctions on New Year's Eve to cut financial institutions that work with Iran's central bank off from the U.S. financial system, thus blocking off the main source of Tehran's payments for crude.
A ban on exporting oil-related technology to Iran and more measures against shipping of crude are also under discussion, diplomats said.

Tehran threatened last month to shut the Strait of Hormuz - outlet to the Gulf through which 40 percent of traded oil flows - and on Tuesday threatened to take unspecified action if a U.S. aircraft carrier sails through the strait.

Instead, the Japanese automaker Honda is crossing the threshold by importing subcompact cars into Canada from one of its plants in China.
This month, Honda Canada began receiving its smallest model, the Fit, from China instead of Japan, as part of a strategy to produce more vehicles outside its home country.

Honda is building a plant in Mexico that is scheduled to start assembling the Fit for the United States and other countries in early 2014.

Falling export profit margins due to a soaring yen are driving Nissan Motor Co. to shift overseas the production of new models it is designing from the road up, although existing models can still be produced domestically at a profit.
Toshiyuki Shiga, chief operating officer at Nissan, said that it would not be profitable if the automaker continues producing entirely new models in Japan, for export, in an interview with The Asahi Shimbun on Dec. 3.
"It is impossible for us to ship models built under a completely new project (to overseas) from Japan at the current exchange rate when the yen is trading between 75 and 80 to the dollar," Shiga said.
He said exporting revised versions of Nissan's existing vehicles is still profitable as many components, including chassis, are available in Japan, and its Japanese factories have the know-how to build them efficiently.
But exporting a model such as a new SUV, which the automaker has only offered previously on a limited basis, by designing and building it in Japan would be too costly, Shiga said.
Despite the planned shift, the automaker will maintain its target of an annual output of 1 million units in Japan.
In fiscal 2010, Nissan rolled out 1.07 million units in Japan. Of these, 610,000 units were for exports.
The remainder were aimed at domestic sales, but does not include the minicars provided by other carmakers and sold under the Nissan nameplate.

China's trade surplus narrowed in November, but was higher than expected, indicating the euro-zone crisis is having a real but still limited impact on Chinese exports.

China's trade surplus in November fell to $14.53 billion from $17.03 billion in October.

The decline in the surplus puts it back at almost the same level of September, when it was $14.51 billion.

"Exports have been holding up better than expected," said Goldman Sachs economist Yu Song.
"The implication of that is less policy loosening likely in the near term."

In an encouraging sign for the global economy, both exports and imports performed better than expected, as China stocked up on metals and other commodities.

Exports rose 13.8% in November from a year earlier, down from October's 15.9% rise but above economists' median forecast of a 10.4% expansion.

Imports rose 22.1% from a year earlier, down from the 28.7% rise in November but beating the median forecast of a 19.0% increase.

Import volumes of iron ore, copper and soybeans all rose sharply from October as low prices encouraged bargain hunting.

China imported 64.2 million metric tons of iron ore in November, the highest volume of imports since January, representing an increase of 29% from October and 12% from a year earlier.

The uptick is likely the result of spot iron ore import prices falling 30% from mid-September to early November, one of its steepest declines on record.

Exports to the European Union, China's largest trading partner, rose 15.1% from a year earlier in the January-November period, down from 16.3% growth in January-October.

Meanwhile, exports to the U.S. accelerated slightly, rising 14.8% from a year earlier in the January-November period, compared to 14.6% in January-October.

Song said export growth is likely to slow to the "single digits" in the coming months, given the weak outlook for the global economy.

The political tensions between the U.S. and Iran over transit in and around the Persian Gulf gave way Friday to photos of rescued Iranian fisherman happily wearing American Navy ball caps.
The fishermen were rescued by a U.S. Navy destroyer Thursday, more than 40 days after their boat was commandeered by suspected Somali pirates in the northern Arabian Sea.
The rescue came just days after Tehran warned the U.S. to keep its warships out of the Persian Gulf - an irony not lost on U.S. officials who trumpeted the news on Friday.
"We think it's very doubtful that the Iranians or the pirates were aware of recent events of the last couple days," Rear Adm. Craig S. Faller, commander of the U.S. Navy Carrier Strike Group involved in the rescue, told reporters by phone Friday.
"Once we released them (the fishermen) today they went on their way very happily, I might add, waving to us wearing USS Kidd Navy ball caps."

Japan’s Prime Minister Declares Fukushima Plant Stable

Prime Minister Yoshihiko Noda of Japan has declared an end to the world’s worst nuclear crisis since Chernobyl, saying technicians have regained control of reactors at the Fukushima Daiichi nuclear power plant.

“Today, we have reached a great milestone,” Mr. Noda said in a televised address to the nation.
“The reactors are stable, which should resolve one big cause of concern for us all.”

But even before Mr. Noda’s announcement, some experts called the news premature, an attempt to quell continuing public anger over the accident and paper over remaining threats to the plant.
The experts argue that the devastated plant remains vulnerable to large aftershocks, which could knock out the jury-rigged cooling system that helped workers bring the reactors into a relatively stable state known as a “cold shutdown.”

They also say the milestone of a cold shutdown, necessary before dismantling can begin, means less than usual because the nuclear fuel at three of the plant’s reactors has melted and some of it has apparently escaped the reactor vessels.
That means that removing the fuel from the reactors, always a delicate process, will be much harder and more time-consuming.

Cold shutdown “is a term that has been trotted out to give the impression we are reaching some sort of closure,” said Hiroaki Koide, assistant professor at the Research Reactor Institute at Kyoto University and a prominent critic of nuclear power.
“We still face a long battle of epic proportions, and by the time it is really over, most of us will be long dead.”

People outside the most affected area remain worried about the country’s food supply.

Radioactive cesium, which could increase the risk of cancer, has been detected in a wide range of food products, including beef, tea leaves, mushrooms, baby formula and rice, the nation’s staple.

Water with relatively high surface radiation was found where it was not supposed to be on December 18 between the process main building and the solid waste process building.
First it was announced that 125 tonnes of water was found, but it was soon corrected to 230 tonnes.
The surface radiation of the water "puddle" (as TEPCO calls it) is relatively high 3 millisieverts/hour.

It is actually a deep (50 centimeters) trench for electrical wires found filled with water.
It is 4.5-meter wide, 50-meter long, with 3-meter deep pool at the end.
Water is 50 centimeter deep.
The trench water is contaminated with 4200 becquerels/cubic centimeter (or 4.2 million becquerels/liter) of Cesium-134.
No news yet on other nuclides, though Asahi Shinbun says cesium-137 was 5400 becquerels/cubic centimeter.
If that's the case, the cesium total would be 9600 becquerels/cubic centimeter of 9.6 million becquerels/liter.
It is not as radioactive as the untreated, contaminated water (which is about 100 times as radioactive than this trench water), but still high for a plant that has achieved a "cold shutdown".

A staggering 2.8 million jobs, largely in manufacturing, have been lost as a result of the growing U.S. trade deficit with China since that country’s entry into the World Trade Organization (WTO) in 2001, according to a study released today by the Economic Policy Institute (EPI).

The growing U.S. trade deficit with China has cost jobs in every one of the nation’s congressional districts, the study reported, including the District of Columbia and Puerto Rico.
Between 2001 and 2010, the computer and electronic parts industry was hit the hardest, as more than 909,400 jobs were displaced.
The rapidly growing number of imports of computer and electronic parts, including semiconductors and audio-video equipment, accounted for more than 44 percent of the $194 billion increase in the U.S. trade deficit with China during that time.

The report, written by EPI’s Director of Trade and Manufacturing Policy Research Robert E. Scott, cites illegal currency manipulation as a major cause of the rapidly growing U.S. trade deficit with China.
Unlike other currencies, the Chinese yuan does not fluctuate freely against the dollar, but is artificially pegged in order to boost China’s exports.

The 10 states that suffered the biggest net losses were California (454,600 jobs), Texas (232,800), New York (161,400), Illinois (118,200), Florida (114,400), North Carolina (107,800), Pennsylvania (106,900), Ohio (103,500), Massachusetts (88,600) and Georgia (87,700). These losses comprise more than 2.2 percent of total employment.

A total of 453,100 jobs were lost or displaced from 2008 to 2010 alone-even though imports from China and the rest of world collapsed in 2009 during the height of the global financial crisis.
In fact, the report notes the U.S. trade deficit with China increased $8 billion during the great recession, despite a collapse in world trade at that time.

The report cited other industrial sectors hit hard due to the growth in the trade deficit with China between 2001 and 2010, including apparel and accessories (178,700 jobs), textile fabrics and products (92,300), fabricated metal products (123,900), plastic and rubber products (62,000), motor vehicles and parts (49,300), and miscellaneous manufactured goods (119,700).

China’s currency manipulation, state-owned enterprises, heavy industrial subsidies, intellectual property theft and piracy, indigenous innovation policies, rare earth mineral export restrictions and other trade-distorting practices have caused China’s share of the total U.S. non-oil goods trade deficit to soar from 69.6 percent in 2008 to 78.3 percent in 2010.

Japan posted a current account surplus of 562.4 billion yen in October, the Ministry of Finance said on Thursday, down 62.4 percent on year.

That topped forecasts for a surplus of 562.4 billion yen but down from 1.584 trillion yen in September.

Exports fell 2.7 percent on year to 5.264 trillion yen, while imports climbed an annual 21.3 percent to 5.470 trillion yen.
The trade balance resulted in a deficit of 206.1 billion yen.

Shift Changes: Ford shifts production from Mexico to U.S.

Ford Motor Co. announced this week a $128 million investment to retool an assembly plant in northeastern Ohio,
protecting nearly 2,000 jobs and shifting production of medium-duty trucks to the plant from Mexico, reports AP.

The announcement was praised by both Ohio legislators, who hope to revive the state’s once-booming auto industry,
and by workers whose jobs were saved from the chopping block:

"What's a better Christmas present than hearing about this," [Gov. John] Kasich said.
He said Ford's announcement showed a positive trend for manufacturing.

Ozzie Figueroa, 45, of Lorain, who works in the Ford plant's paint shop,
said the announcement was welcome because of the long-term employment prospects it offered.

"I've got kids in college," said Figueroa, who was snapping photos for his union newsletter. "I've got to keep working to provide."

The Alliance for American Manufacturing (AAM) applauds Ford for investing in its American facilities, and for shifting some production back to the U.S.

Caterpillar (CAT), the world's largest manufacturer of construction and mining equipment,
has announced plans to move production of its line of compact machines from Japan to the US.
The move will allow the company to fill the demand in North American and the EMEA region, reports ConstructionWeek.

Additionally, Caterpillar will be moving the assembly of its large excavators from Akashi, Japan to a new facility in Victoria, TX that will be completed in 2012.
The new plant will likely create about 1,000 new jobs.

The company also announced that it will spend $640 million to upgrade existing facilities in both Decatur and East Peoria, IL,
leading to the creation of about 300 new jobs.

Though Caterpillar still manufactures a great deal of machinery overseas,
we’re glad to see that this iconic American company is investing in and expanding its U.S. facilities.
It’s always encouraging to see a company building equipment in America that (literally) helps build the economy from the ground up.

Chrysler announced today that they will be investing $1.7 billion in the development and production of a new Jeep SUV,
$500 million of which will go to Chrysler’s Toledo, OH assembly plant.

As a result of the expansion, the Toledo complex plans to add a second shift of production, which will translate into about 1,000 new jobs.
The remainder of the $1.7 billion will be invested in other Chrysler facilities in the U.S., including supplier tooling and other related development costs, reports Chrysler.

"Earlier this year, I promised that I would have good news to share about our Toledo operations,
so I am pleased to be able to make this announcement,
which further demonstrates our commitment to the special relationship that Chrysler and the City of Toledo have shared."
said Chrysler Group Chairman and CEO Sergio Marchionne in a statement.

“Over many decades, Chrysler has become a part of this community's fabric.
With this investment and the addition of more than a thousand jobs,
we continue to play our part in contributing to the city's industrial and social development.”

Construction on the Toledo plant will begin this year and continue through 2012,
with the second shift scheduled to begin in the third quarter of 2013.

Daio Paper Ex-Chairman Arrested in Funds Probe

The fall from grace of Daio Paper Corp.’s ex-chairman became ever more public early Tuesday as prosecutors arrived at Mototaka Ikawa’s Tokyo home to arrest him for allegedly diverting roughly $140 million of company funds for his personal use.

With TV cameras hovering, about 10 officials from the Tokyo District Public Prosecutors Office marched up to the former chairman’s house in an upscale neighborhood in Tokyo’s Shibuya ward.
The anticipated arrest came the morning after Daio Paper, the facial- and toilet-tissue maker company founded by Mr. Ikawa’s grandfather in 1943, filed a criminal complaint with the prosecutor’s office for aggravated breach of trust.
The 47-year-old is being investigated on suspicion of having caused Y8.58 billion in damages to the seven group companies from whom he borrowed the funds.

While the scandal engulfing Daio’s founding family has taken a backseat to the boardroom brouhaha at Olympus Corp., the revelations have shone another unflattering spotlight on corporate governance problems afflicting Japan.

For reasons related to the dubious loans, the company said Mr. Ikawa quit his post at the company in September with an outstanding personal debt of about Y5 billion at the time.
The company launched an internal investigation following his departure.

On Oct. 28, a committee conducting the investigation said it found the Mr. Ikawa regularly told seven subsidiaries to transfer a total of about Y10.68 billion, about $138.9 million, to various bank accounts in over two dozen separate installments between May 2010 and September of this year.
According to the committee, Mr. Ikawa would directly call and instruct the subsidiaries to deposit the requested money into the said accounts by the next morning.

While local media speculates the funds were used to support Mr. Ikawa’s expensive affinity for gambling and fine dining, Mr. Ikawa has not disclosed publicly how it was used.
At the time of the report’s release, Daio said it could not comment to the veracity of the gambling claims, but said it would continue to seek answers to how the funds were spent.

The statement from Mr. Ikawa confirms months of speculation that the former chairman had used the funds to support his racy gambling habits.

China's October trade surplus rose to $17.03 billion from September's $14.51 billion but the government said it was down 36.5 percent from October of last year.

The General Administration of Customs said October imports rose 28.7 percent year-on-year to $140.46 billion, while exports rose only 15.9 percent to $157.49 billion, the lowest in five months, the official Xinhua news agency reported.

"The weakening of export growth in October turned out to be exactly as I expected," said Zhang Yansheng, director of the Institute for International Economics Research of the National Development and Reform Commission, China's top economic planner, Xinhua said.

"What we're facing now is a grave situation for exports and slowdown is inevitable in the third and fourth quarters," Zhang said.

He blamed the numbers on shrinking external demand, rising costs, liquidity strains and a rising yuan.

The GAC data showed China's foreign trade with its major trading partners -- the European Union, the United States and Japan -- slowed this year, compared to stronger growth in foreign trade with emerging economies.

Despite the problems in Europe, the EU remained China's top trading partner during the January-October period, with trade amounting to $466.94 billion, up 20.2 percent year-on-year.

China's trade with the United States during the same period was up 16.8 percent from a year ago to $363.03 billion.

In the first 10 months of this year ended October, China's trade surplus totaled $124.02 billion, down 15.4 percent year-on-year.

Yamaha says that from now through next March, it plans to deliver 2,800 boats -- 11 times its sales last year.
The company plans to almost double the number of workers at the factory in November to speed up the work.

Yamaha says the number of orders started to rise sharply after the government introduced subsidies for fishing cooperatives ordering ships for their members.

Ambrose Evans-Pritchard sends us to a very good essay (pdf) by the Centre for European Reform warning of the consequences of relying on the “North European interpretation” of the eurozone crisis, which

essentially sees the crisis as a morality tale, pitting those who sinned against those who stuck to the path of virtue.
The major sins of the periphery were government profligacy and losses of competitiveness.
The way out of the crisis, it follows, is straightforward.
It is to emulate the virtuous core by consolidating public finances and improving competitiveness (by raising productivity, reducing wages, or both).
If the periphery can achieve this, then the eurozone debt crisis can be resolved without an institutional leap forward to fiscal union.

Regular readers know that this theme is something I’ve been playing for a while now.
My analysis is pretty close to the Centre’s; let me restate it.

The basic story of the euro so far is that the introduction of the currency, by creating a false sense of safety,
led to large capital flows to and correspondingly large current account deficits in the southern European nations,
the GIPS (Greece, Italy, Portugal, Spain). (Ireland is a somewhat different though related story, which I won’t take on here.)
Here’s a summary picture:

Now these imbalances need to be unwound.
As anyone who has studied international macro can tell you, this requires two things.
First, it requires a redistribution of spending, with the creditors spending more while the debtors spend less.
Second, it requires a real depreciation on the part of the debtors, a real appreciation on the part of the creditors
- that is, wages and prices in the GIPS must fall relative to those in Germany.

But the official policy of the eurozone’s leaders is that this adjustment should be entirely one-sided.
Spending must fall in the debtors, but there will be no offsetting expansionary policy in the creditors
- so the thrust of policy is entirely contractionary for the eurozone as a whole.
At the same time, the ECB is committed to very low inflation at the aggregate level,
which means that real exchange rate adjustment must take place mainly through deflation in the GIPS,
which is both very difficult and has the effect of raising their debt burden relative to GDP.

Even with unlimited political will, this would be a recipe for prolonged recession and stagnation in Europe.
With political capital limited in practice - watch Spain’s new government quickly become just as unpopular as the old one!
- it’s a recipe for catastrophe.

No wonder eurocrats placed their faith in the confidence fairy.
But she’s not coming.

It would take a radical reversal of course to save this thing.
And so far I see no willingness to face up to that necessity.

The world’s greatest macroeconomic imbalances are not between the U.S. and China, as many believe, but within the not-so-united states of Europe.

This is just one result of the currency and competitive distortions caused by what German Chancellor Angela Merkel calls the “common destiny” of economic and monetary union.
Destabilizing European current-account imbalances will need to be eliminated, sooner or later, by splitting up the euro area into a creditor and a debtor group.

The euro creditors formed around Germany would need to accept a trade-weighted appreciation of 20%.
In the export sector, this might trigger wailing and gnashing of teeth, but consumers and importers would profit greatly through a marked improvement in the terms of trade.
This would be a constructive European contribution to alleviating one of the largest sources of global economic uncertainty.

The solution of splitting up the euro EURUSD -0.71% into weaker and stronger constituents has been put forward by many people (including me) over the past year or so, but has always been rejected as unworkable and unworldly.
Now, realization seems to be drawing nearer - a conclusion of the grotesque turmoil in the international bond markets.

As is now glaringly evident, the single currency has been a sadly inadequate device to bridge economic and structural divergence in the euro area.
A combination of a substantial currency undervaluation in creditor nations in the North and a deleterious overvaluation for the troubled Southern debtor states means the euro’s valuation is not right for anyone.

In the first category we see large surpluses in international trade and an inflation rate turning up because of relatively dear imports.

In the second group the opposite happens: Current-account deficits are persisting in spite of sustained deflationary policies needed to curb years of excess.

According to the International Monetary Fund, last year no fewer than seven European countries registered similar or higher current-account surpluses, measured by gross domestic product, compared to China, Japan and Russia.
They include three members of EMU: Germany, the Netherlands and Luxembourg.
In the group we also find Denmark and Sweden, outside the euro bloc but with currencies that have been relatively strong but are still undervalued, as as well as the two “special cases” Norway and Switzerland.

All with a current-account surplus of over 5% of GDP, compared to 3.6% for Japan, 4.8% for Russia, 5.2% for China.

It is highly unlikely that this untenable situation can be defended by unlimited expansion of the European Central Bank’s balance sheet.
Without a tough European political consensus and the associated guarantees of creditor country taxpayers, the ECB can’t be expected to carry out more than smoothing operations on the bond markets.

The euro has failed to overcome its sternest test.
Creative, politically ambitious action toward splitting up the euro is now needed to end the ordeal.
Before the baptism of fire becomes a fireball.

Staple Scare: Radioactive Rice in Fukushima

Radioactive cesium exceeding the government limit was detected for the first time in rice harvested in Fukushima prefecture.

About 630 becquerels of cesium per kilogram were found in a rice sample taken from a farm in Fukushima City, the prefectural government said Wednesday night.
The levels measure above the government-mandated limit of 500 becquerels per kilogram of harvested rice, prompting immediate calls to limit shipments from the area.

The detection is likely to fuel consumer anxieties already rife with concerns that products such as beef and green tea tainted with unsafe levels of radioactive contaminants have made their way onto store shelves.
Although the tainted rice was being readied for shipment, the health ministry said it is believed that none has yet to reach the marketplace.

The Fukushima prefectural government urged the 154 farms located in Oonami, the district in Fukushima City where the rice sample was taken, to suspend shipments.
Oonami is located about 60 kilometers away from Fukushima Daiichi plant.
Meanwhile, the health ministry asked the national government for a formal temporary suspension.

“The government is considering ordering a shipment restriction and hopes to come to a conclusion promptly,” Osamu Fujimura, the government’s top spokesman, said at a press conference on Thursday.

But Mr. Fujimura and other officials played down the finding, insisting it didn’t suggest a broader problem.
“My understanding is that this is a special case and does not affect a large area,” he said.

Still, Daisuke Takeuchi, an official in the health ministry’s food safety inspection bureau, told JRT that the inspection efforts of rice from the area will be strengthened.
Prior to the discovery, samples from only a few farms from Oonami had been tested.
Now, all 154 rice-producing farms in the district will be analyzed.

Despite a number of safeguards designed to catch excessive levels of radioactive materials, the latest discovery highlights the complex challenge of identifying how the contaminants spread and at what concentration levels.
Japanese officials began conducting tests on rice fields in April, starting with one field per municipality in the areas surrounding the reactors, then increasing the number of test spots wherever they found elevated levels of radioactive cesium, the most common pollutant.

Rice cultivation was banned in fields found to have more than 5,000 becquerels of cesium per kilogram of soil.

Mr. Takeuchi said that the Oonami rice fields measured below the limit at the time.
He added that steps will be taken to determine the cause of the high-levels of the radioactive isotope.

Trade data released Thursday showed Chinese exports rose 17.1% last month from a year earlier, down from 24.5% growth in August.
Growth in imports slowed as well.

Troubles in the Eurozone are weighing heavily on demand for Chinese goods.
China's exports to the continent grew 9.8% in September from a year earlier, compared with 22.3% in August.
Exports to the U.S. grew 11.6% year over year in September, down slightly from a 12.5% gain in August.

China's trade surplus shrank to $14.5 billion in September, compared with $17.8 billion in August and $31.5 billion in July.

A U.S. bill that passed the Senate and is now before the House would slap import tariffs on countries that are found to have weakened their currency to create an unfair trade advantage.

China’s super-competitive exporters give the country a capitalist flair and obscure fact that the country’s state-owned companies still play a huge role in the economy.
How big?
According to a new report for the U.S.-China Economic and Security Review Commission, a congressional review group, state-owned entities of one kind or another, account for about 50% of China’s rapidly expanding gross domestic product.

State-owned firms, the report argues, help Beijing pursue a buy-China procurement strategy, which sometimes excludes foreign firms from important development projects or require them to hand over important technology.
Those practices are helping China build an aviation industry capable of competing with Boeing and Airbus, the report says.
The firms can compete unfairly internationally, according to the report, because they can get below-market interest rates from state owned banks, favorable tax treatments and capital injections if they run into trouble.

Figuring out how to deal with China’s state-owned firms is becoming a larger issue in Washington.
U.S. negotiators at the Trans-Pacific Partnership talks, which would create a nine-nation trade pact, are pressing for constraints on the activities of state-owned firms as a kind of template for how they’d like Chinese firms to operate too.

The United Steel Workers, which has a big influence on Obama trade policy, recently asked the White House to block Chinese state-owned firms from buying into the U.S. steel industry.
“Having state-owned enterprises doing business in the U.S. presents many risks,” the union’s president, Leo Gerard, wrote in an Oct. 20 letter to Gene Sperling, the head of the White House’s national economic council.
“Chinese state-owned enterprises have advantages that most shareholder-owned companies do not, which creates an unfair and uncompetitive market,” Mr. Gerard said.

Meanwhile, in China, state-owned firms are also controversial because of their immense political power.
They have been able to fight off proposals to boost the minimal dividends they pay to the state.
A number of Chinese economists have urged that the firms be required to pay steeper dividends and that the additional funds be used to pay for government-provided healthcare and pensions for ordinary Chinese.
That’s one way, they argue, that the growing divide between rich and poor in China could be eased.

Rob Johnson of INET sends me to an interesting paper by Autor, Dorn and Hanson (pdf) that uses regional data to estimate the impact of China imports on manufacturing employment.
The idea is to exploit the major differences among US metro areas in industrial specialization: some areas produce a mix of goods that is in effect in China’s path, while others don’t.
The results suggest, as I have been arguing, that it’s wrong to dismiss Chinese exports as not really being in competition with US production.

Now, some people will ask, didn’t I used to be a free-trader?
Yes, and under normal circumstances I still mostly am. But these are not normal circumstances!
In an economy that isn’t in a liquidity trap, one can reasonably assume that jobs lost due to Chinese exports will be offset by jobs gained elsewhere, although that may be small comfort to the workers affected.
Under current conditions, however, there is absolutely no reason to believe that there are offsetting gains - on the contrary, the losses to import competition are magnified through multiplier effects.

Like everything in economics, support for free trade should be based on analysis, not slogans.
And if you’re in a situation where the analysis says normal rules don’t apply, then they don’t apply.

Japan is a signatory to the WTO Agreement on Government Procurement (GPA).
For procurement of construction services by sub-central and government enterprises covered under the GPA, Japan applies a threshold of approximately $22.9 million, which is three times the threshold applied by the United States.
Construction, Architecture, and Engineering
U.S. companies annually obtain far less than one percent of projects awarded in Japan’s massive public works market, estimated at $157.2 billion in 2010.
Two bilateral public works agreements are in effect:
the 1988 United States-Japan Major Projects Arrangements (MPA) (updated in 1991) and the 1994 United States-Japan Public Works Agreement, which includes the Action Plan on Reform of the Bidding and Contracting Procedures for Public Works (Action Plan).

The MPA includes a list of 42 projects in which international participation is encouraged. Under the Action Plan, Japan must use open and competitive procedures for procurements valued at or above the thresholds established in the GPA.

The United States raises public works issues in the annual Expert-Level Meetings on Public Works under the United States-Japan Trade Forum.
Problematic practices continue to limit the participation of U.S. design/consulting and construction firms in Japan's public works sector, including bid rigging (dango), under which companies consult and prearrange a bid winner.

The U.S. Government continues to press Japan to take more effective action to address this pervasive problem.

The U.S. Government is paying special attention to several major projects covered by the public works agreements that are of particular interest to U.S. companies as these projects should provide important opportunities for U.S. firms.
These include:
major expressway projects, including the Gaikan Expressway Project;
major public buildings, railroad procurements, urban development and redevelopment projects;
planned port facilities expansion projects;
major Private Finance Initiative (PFI) projects;
and the MPA projects still to be undertaken or completed.
The U.S. Government is also monitoring developments related to “green” building, design, and procurement.

Transparency issues remain a top concern of U.S. companies operating in Japan’s market.
The U.S. Government has strongly urged Japan to adopt new measures to achieve a higher degree of transparency in governmental regulatory and policy-making processes.
Advisory Groups:
Although advisory councils and other government-commissioned study groups are accorded a significant role in the development of regulations and policies in Japan, the process of forming these groups can be opaque and nonmembers are too often not uniformly offered meaningful opportunities to provide input into these groups’ deliberations.

The U.S. Government continues to urge Japan to ensure the transparency of advisory councils and other groups convened by the government by adopting new requirements to ensure ample and meaningful opportunities are provided for all interested parties, as appropriate, to participate in, and directly provide input to, these councils and groups.

Public Comment Procedure (PCP): Many U.S. companies remain concerned by inadequate implementation of the PCP by Japanese ministries and agencies.
Examples include cases where comment periods appear unnecessarily short, as well as cases suggesting comments are not adequately considered given the brief time between the end of the comment period and the issuance of a final rule or policy.
The U.S. Government has stressed the need for Japan to ensure its existing PCP is being fully implemented and to make additional revisions to further improve the system.

Transparency in Regulation and Regulatory Enforcement:
To ensure the private sector has sufficient information about regulations and official interpretations of those regulations that require compliance, the U.S. Government is urging Japan specifically to require its ministries and agencies to make public their regulations and any statements of policy of generally applicable interpretation of those regulations.

The Senate will be taking up Chinese currency this coming week.
So I though I should offer a brief note about one of the arguments people make against focusing on Chinese currency manipulation - namely, the claim that China doesn’t really compete head to head with US manufacturing, so that a rise in the renminbi wouldn’t help.

I'd argue that this is wrong on three levels.

First, the notion that there’s no head-to-head competition is false.
There have lately been quite a few stories about manufacturing moving back from China: the labor costs will always be much higher in America, but other advantages, especially logistical, can make even labor-intensive production worth doing at home.

Second, there are real effects on the US if production moves, say, from China to Mexico.
To an important extent, global manufacturing is carried out by regional complexes - an Asian complex centered on Japan and China in effect competes with a North American complex in which labor-intensive stuff is done in Mexico or Central America.
So there’s an indirect competitive effect.

Most important, however, is that you really need to think of this as a global adding-up issue.
If China and other currency manipulators run smaller trade surpluses, who will be the counterparties?
Emerging economies that compete more directly with China than we do are by and large not in liquidity traps, and indeed are facing inflationary pressure.
So any Chinese appreciation, while it directly tends to raise their net exports, will probably show up in matching appreciation in their currencies.

The bottom line is that Chinese currency policy does indeed matter for US manufacturing.

2 Japanese Bankers at Heart of Olympus Fee Inquiry

Michael C. Woodford, the former Olympus chief, has said he was forced out because he planned to expose the huge advisory fee the company paid.

Now a pair of Japanese bankers - Hajime Sagawa and Akio Nakagawa - are at the center of a growing firestorm over a mysterious $687 million payout by Olympus, the Japanese company that runs a lucrative medical equipment business and a less successful, if better known, digital camera business.
The money has been described as a fee for advising Olympus on the 2008 takeover of a British company, the Gyrus Group.

But the fee amount was more than 30 times the norm on Wall Street.
And it went, in part, to a tiny unknown firm run by Mr. Sagawa and Mr. Nakagawa, a review of public records shows.
The bulk of the fee later went to a Cayman Islands company that also had ties to at least one of the men.
After the deal closed and the fees were paid, both firms closed up shop.

The F.B.I. is now investigating the $687 million payment, according to two people briefed on the case.

“We are not aware of any investigation” in the United States over the Gyrus deal, said Yoshiaki Yamada, a spokesman for Olympus in Tokyo.
He said he could not comment further, including whether Olympus had been contacted by United States authorities.

During the last week, shareholders and analysts questioned why a public multinational company like Olympus would award such an outsize payment for advisory fees.
According to securities lawyers and corporate governance experts, federal authorities will probably examine whether the steep fees point to deeper ties between Olympus and the bankers, or even kickbacks to Olympus officials involved in the deal.

“This is about following the money,” said Jonathan R. Macey, a professor of corporate law and governance at Yale.
“It’s very unusual and raises a classic red flag, pointing to either a waste of company assets or corruption.”

Olympus has said its payments were “appropriate.”
On Friday, the company said it would set up an independent panel to examine its past merger payments - a week after the company fired its chief executive, who said he had questioned the eye-popping fee.

The firing of Michael C. Woodford, who is British, and his subsequent accusation that he was forced out because he planned to expose the fees, has rocked the company.
Its shares have fallen 50 percent since Oct. 14.
Many analysts have suspended their outlook for Olympus, saying the company’s future had been thrown into disarray by the seriousness of the matter.

Olympus has been trying to recover since losing almost 115 billion yen ($1.5 billion) during the 12 months ended March 31, 2009.
At the time, the loss was widely attributed to the effects of the global financial crisis, but it has now been linked to a sharp write-down in the value of three companies acquired earlier that year.

Mr. Woodford has raised questions about those acquisitions, saying Olympus paid $773 million for the three companies with no due diligence, and later wrote down 76 percent of their value.

Mr. Sagawa and Mr. Nakagawa have not been accused of wrongdoing, and they have no apparent ties to the three other deals.

Mr. Sagawa was finally his own boss, president and chief executive of Axes America, regulatory records show.
Mr. Nakagawa, at least for a time, was chairman of the firm’s global operations, according to an archived version of the firm’s Web site.

Under the guidance of Axes, Olympus was examining several targets, including Tyco, records show.
Olympus later settled on a British medical device company, the Gyrus Group, agreeing to buy it for $2 billion.

The advice did not come cheaply.
While Olympus agreed to pay Axes 5 percent of the deal’s value, the contract was not truly capped at 5 percent.

The fee also included an unusual option for Axes to buy shares of Gyrus.
“An arrangement whereby a financial adviser received a mixture of cash, share options and warrants is surprising,” the PricewaterhouseCoopers report noted, as advisers tend to be paid solely in cash.

Axes assigned its Gyrus shares to a new Cayman Islands operation with a somewhat similar name, Axam Investments, according to a securities filing.

Details on Axam and its owners are fuzzy, but Mr. Sagawa signed documents as a director, according to PricewaterhouseCoopers.

Then, in early 2010, Axam moved to unload its Gyrus shares, selling them to Olympus for $620 million.

Ultimately, Olympus spent $687 million on fees, or 36 percent of the value of the Gyrus deal, according to PricewaterhouseCoopers.
An adviser’s fee typically amounts to about 1 percent.

“This is such an extraordinary deviation from normal fees,” said Jeffrey Manns, an associate professor at George Washington University Law School who is an expert in securities law.
“No one would have entered into this transaction if they were showing good business judgment,” he added, as most countries prohibit corporate boards from “rubber-stamping” such large fees.

Reform of Corporate-governance in Japan always suffer setbacks.
Every time these scandals occur, the managers of Japanese-companies find new ways to avoid accountability.
How many times have they repeated these scandals in Japan?

There are three outside-board-members in Olympus.
However, these three outside-board-members are amateur about corporations.
Their ability comes under question.

In 1980s, when Japanese-companies aggressively took over foreign-assets,
Japanese-style of avoiding accountability was considered as a cause of strength of Japanese-economy,
because it seemed to afford Japanese-companies take long-term strategy and because it promoted social harmony.

American-style-capitalism, which remove incompetent corporate managers, could never be accepted in Japan.

There are other indications which shows that Japanese-companies are getting back to its old style.
Japanese-companies bring back cross-shareholding and low dividend payout ratio.

All Japanese-companies organize shareholders' meetings in a few days in June.
Japanese-companies say that they want to avoid specialized racketeers unique to Japan often associated with the yakuza.
However, first of all, why corporate-managers in Japan want to avoid answering difficult questions at shareholders' meetings
is the real problem.

The largest problem now in corporate-governance in Japan is Tokyo-Electric-Power-Company.
There are no framework and culture in Japan which make corporate-managers fulfill accountability.

Investigators concluded Thursday that a nuclear plant operator that tried to manipulate public opinion with fake e-mails was acting under instructions from a high-ranking local government official, adding a new twist to a scandal that has hampered Japan’s efforts to restart idled nuclear reactors after the Fukushima disaster.

An independent investigative committee found that the governor of Saga Prefecture told the operator, Kyushu Electric Power, to send e-mails supporting the restart of two reactors at the company’s Genkai Nuclear Power Station.
The company has already admitted to ordering employees to pose as regular citizens by sending e-mails during an online town-hall-style meeting in June over whether to allow the restart of the reactors.

Mr. Furukawa’s deliberations over whether to allow the restart have been the focus of national attention because his decision could sway other local leaders facing similar decisions about restarting reactors in their districts.

If they denied every request to restart reactors, the local leaders could virtually shut down Japan’s nuclear power industry, which provides almost a third of the nation’s electrical generating capacity.
Currently, 43 of Japan’s 54 reactors are sitting idle, only some because of damage from the huge earthquake and tsunami on March 11 that crippled the Fukushima Daiichi plant.
Most have been shut for legally required maintenance checks that must take place every 13 months. Facing a public backlash against nuclear power, the national government is asking local governors and mayors to sign off before restarting those undamaged reactors.

Holding China to Account

The dire state of the world economy reflects destructive actions on the part of many players.
Still, the fact that so many have behaved badly shouldn’t stop us from holding individual bad actors to account.

And that’s what Senate leaders will be doing this week, as they take up legislation that would threaten sanctions against China and other currency manipulators.

Ask yourself:
Why is it so hard to restore full employment?
It’s true that the housing bubble has popped, and consumers are saving more than they did a few years ago.
But once upon a time America was able to achieve full employment without a housing bubble and with savings rates even higher than we have now.
What changed?

The answer is that we used to run much smaller trade deficits.
A return to economic health would look much more achievable if we weren’t spending $500 billion more each year on imported goods and services than foreigners spent on our exports.

To get our trade deficit down, however, we need to make American products more competitive, which in practice means that we need the dollar’s value to fall in terms of other currencies.
Yes, some people will shriek about “debasing” the dollar.
But sensible policy makers have long known that sometimes a weaker currency means a stronger economy, and have acted on that knowledge.
Switzerland, for example, has intervened massively to keep the franc from getting too strong against the euro.
Israel has intervened even more forcefully to weaken the shekel.

The United States, given its special global role, can’t and shouldn’t be equally aggressive.
But given our economy’s desperate need for more jobs, a weaker dollar is very much in our national interest - and we can and should take action against countries that are keeping their currencies undervalued, and thereby standing in the way of a much-needed decline in our trade deficit.

That, above all, means China.
And none of the arguments against holding China accountable can stand serious scrutiny.

Some observers question whether we really know that China’s currency is undervalued.
But they’re kidding, right?
The flip side of the manipulation that keeps China’s currency undervalued is the accumulation of dollar reserves - and those reserves now amount to a cool $3.2 trillion.

Others warn of bad consequences if the Chinese stop buying United States bonds.
But our problem right now is precisely that too many people want to park their money in American debt instead of buying goods and services - which is why the interest rate on long-term U.S. bonds is only 2 percent.

The chairman of President Barack Obama's jobs and competitiveness council said there is no magic potion to jobs creation, but the panel is devising pragmatic plans to put people back to work.

Immelt said his four months on the Obama advisory panel has taught him that even his company can be held accountable for where it creates jobs.
He said the panel is working on devising a hundred different business plans for every sector of the economy, with practical steps to help create jobs.

"It's very unlikely the jobs council's going to find something that will be a magic potion to create jobs," he said.
But he noted there are things that can be done.

He said the panel has asked all Fortune 500 companies to double their hiring of engineers over the coming year, but that the two dozen business leaders in the group believe even more can be done to educate, train and hire engineers.

GE will hire around 1,000 engineers during that time, Immelt told reporters in comments later in the day.

GE relies on engineers to develop innovative products and produce the items that can be exported around the world.
The gas turbines at the Greenville plant are all produced for export, Immelt said.
India and Saudi Arabia are its biggest customers.

Immelt said all high-tech firms should double their hiring of engineers.

"That would send a powerful message," Immelt said, adding it would tell technical schools, universities and workers that an education leads to employment.

"This is the way to generate job security," he said.

Immelt said, however, that for a huge multinational company like GE, "business is good."

Growing energy demands in countries like Saudi Arabia, Brazil and Russia result in interest in his company's energy-related products, including alternative energy sources like wind and solar power products.

Immelt also defended his role on the president's panel, saying American business leaders should help their country.
Obama tapped Immelt to lead the Council on Jobs and Competitiveness in January.

"I think there's nothing wrong with American business leaders helping their own country, particularly at a time like this," he said.

Immelt added that he felt his company has worked on improving relationships with unions, saying, "They are hungry for jobs."

Getting good union-employer relationships requires an adjustment, he said. "It's taken change on both sides."

General Electric's CEO Jeff Immelt said Monday he empathizes with the grievances of the Occupy Wall Street protesters.

"Unemployment is 9.1% and underemployment is much higher than that, particularly among young people that don't have a college degree," he said.
"It is natural to assume people are angry, and so I think we have to be empathetic and understand that people are not feeling great."

Speaking at a ThomsonReuters event in New York, Immelt went on to discuss the gap between CEO pay and average wages, one of the main sources of discontent among the Occupy Wall Street activists.

"I think the discrepancy is certainly one of the problems today in terms of why people feel the system is unfair," he said.
"So let's be honest about that. It is part of the problem."

That said, Immelt was also quick to point out that high CEO pay is not the cause of America's job crisis or weak economic growth.

"If CEO pay goes way down and unemployment is 12%, people are still going to feel bad," he said.

Meet the Occupy Wall Street protesters
Meanwhile, 14 million Americans remained unemployed, a problem Immelt is tasked with solving as the head of President Obama's Jobs Council.

Last week, that council presented a 5-point proposal to the president, pushing for investments in infrastructure and energy, efforts to attract more foreign investment, simpler regulations, better education and more help for small businesses.

On Monday, Immelt also stressed the importance of increasing U.S. exports as a key driver of economic growth and job creation.

Obama is trying to double the nation's exports by 2015, a goal that seems to be on track.
But Immelt believes the country needs to be even more aggressive, modeling its strategy after Germany, where exports account for more than a third of the country's output.

In comparison, exports only account for about 13% of the U.S. economy.

"They play hard, they play to win, and they play for exports," he said.
"I think we can compete and we can compete very well, but we're not all the way in, the way the Germans are in."

GE CEO: Bringing jobs back to the U.S.
He said GE is focusing on Russia as a key area for growth, as well as other emerging markets including energy-rich nations in Africa.

Immelt also said he believes the United States can compete head-on with China, the world's largest exporter, not only globally but within China as well.

"Now's our time. There are 25 airports under construction in China today.
There's none under construction in the U.S." he said. "They're going to buy more airplanes.
We can win all of that activity if we want to."

The terrorism attacks on the United States on Sept. 11, 2001, were something of a "historical inevitability," said Nobuteru Ishihara, secretary-general of the opposition Liberal Democratic Party.

"I strongly thought (at that time) that (the attacks) probably occurred as the Islamic world's rebellion against the control of Christianity or a historical inevitability," Ishihara said in a speech at a meeting in Hirosaki, Aomori Prefecture, on Sept. 10.

Ishihara's statement may invite criticism because it could be interpreted as condoning an act of terrorism.

In my house, it becomes in a kind of utter confusion to kill cockroaches. XD

Because I donot have enough money to buy pesticide (insecticides),
I useually boil a drop of water and souse the burning hot water on a cockroach, XD
or
souse Tabasco on a cockroach. XD

Both methods are extremely powerful and effective!!!
Besides, there arise no further troubles in the future.

But,
I cannot recommend you to use Tabasco,
if you have carpets on the floor.

I heard that water (or boiled water) cannot cause spots.
(really??? I think so too from my experiences.)

A drop of burning hot water is enough for our purpose!!! (less than 50cc)
So, this may take you only about 30 seconds.
Cleanup is also extremely easy.
It needs only to wipe with some pieces of paper.

Tabasco is good for eating and good for Insect-Control. XD
You may do what you like with it.
What a wonderful products!
The developer of Tabasco could never assume that Tabasco would be used in such a way!!! XP

Oh, and, by the way,
the other day,
I trapped one of them in a bathtub, and soused burning hot water.
When I clean up the body of insects,

Japan’s foreign reserves hit a fresh record high of $1.219 trillion at the end of August, topping their previous record of $1.151 trillion at end-July after massive yen-selling intervention, Ministry of Finance data showed on Wednesday.

Japan spent Y4.51 trillion in an independent operation to weaken the value of the yen on Aug. 4, its largest-ever forex intervention on a single-day basis.
But the yen reached a post-war high of Y79.95 on Aug. 19.

Foreign reserves rose for the second straight month.
Japan’s forex reserves remain the second largest in the world beyond to China’s, which stood at about $3.2 trillion at the end of June.

Foreign exchange reserves consist of securities and deposits denominated in foreign currencies, International Monetary Fund reserves, IMF special drawing rights (SDRs) and gold.

At the end of last month, Japan’s foreign currency reserves stood at $1.135 trillion, IMF reserves at $17.55 billion, SDRs at $20.68 billion, gold at $44.62 billion and other reserve assets at $468 million.

Japan’s forex reserve data are closely watched for evidence of how the country is managing its vast foreign currency holdings.

The biggest changes in Japan’s forex reserves usually occur when the Bank of Japan intervenes in the currency market on behalf of the Ministry of Finance to prevent a steep appreciation or depreciation of the yen exchange rate.

In September 2010, the reserves were pushed up by the Japanese government’s large-scale forex intervention to sell yen for the U.S. currency - the first government intervention in over six years - in a bid to prevent the yen’s rapid rise from hurting exporter profits and thus a sustained economic recovery.

A staggering information leak has come to light.

A chief air traffic controller at Haneda Airport posted Air Force One's flight plans for U.S. President Barack Obama's visit to Japan in November on his personal blog.

The United States, which remains vigilant against possible terrorist attacks, keeps the flight plans for the president's plane top secret.
If terrorists learned of details such as Air Force One's altitude and speed, it could seriously jeopardize the aircraft's operations.

The U.S. side has reportedly filed a protest with the Japanese government, asking it to take every possible measure to prevent a repeat of this leak.
The U.S. reaction is quite natural.
This is a serious incident that could harm the bilateral relationship of trust in the diplomatic and security fields.

The government must thoroughly investigate how the information was leaked and the background behind the controller's misconduct, and explain its findings to Washington.

The air traffic controller also posted the flight information of a Global Hawk, an unmanned surveillance plane of the U.S. military, which flew above the Fukushima No. 1 nuclear power plant to collect data.
The controller also uploaded images including photos taken in the air traffic control room--where taking pictures is prohibited.

In a bid to strengthen its mobile business, Google announced on Monday that it would acquire Motorola Mobility Holdings, the cellphone business that was split from Motorola, for $40 a share in cash, or $12.5 billion.

The acquisition would turn Google, which makes the Android mobile operating system, into a full-fledged cellphone manufacturer, in direct competition with Apple.

While the acquisition will move Google directly into the telecommunications hardware business, Larry Page, Google's chief executive, said in a blog post that
"this acquisition will not change our commitment to run Android as an open platform. Motorola will remain a licensee of Android and Android will remain open. We will run Motorola as a separate business."

Japanese auto sales fell by a third in May, the lowest total for the month since 1968, as car makers struggled to restart production after the earthquake and tsunami that roiled the country in March.

Despite the ninth consecutive drop in monthly new vehicle sales, Japanese car makers are recovering faster than expected with market leader Toyota expecting its output to return to 90 percent of its pre-quake levels by this month.

Still, overall production in 2012 could be almost a million vehicles less than Toyota had planned to build at the start of the year.
Lost output by the end of May was 900,000 cars.

Nissan and Honda have also said they are working to bring production back to pre-quake levels as soon as possible, most likely during the financial third quarter from October-December.

"The earthquake put a chill on consumption in Japan," Michiro Saito, general manager of the Japan Automobile Dealers Association said on Wednesday.
"Production will return to normal from June and that may provide a boost to sales."

Sales of vehicles, excluding 660cc minicars in Japan, fell 37.8 percent from the year before to 142,154 units last month.
Toyota, the world's biggest automaker, led the drop with a 56.6 percent fall.

The number of Americans claiming new jobless benefits dropped to a four-month low last week, a sliver of hope for an economy that has been battered by a credit rating downgrade and falling share prices.

Initial claims for state unemployment benefits fell 7,000 to a seasonally adjusted 395,000, the lowest level since the week ended April 2.

But the optimism generated by the claims report was dampened somewhat by a surprise widening in the trade deficit in June.
The June trade deficit jumped to $53.1 billion, the largest since October 2008, from $50.8 billion in May.

The wider trade shortfall could cause second-quarter's 1.3 percent annual growth pace to be revised lower.

The Federal Reserve said on Tuesday economic growth was considerably weaker than expected and unemployment would fall only gradually.

Trade Gap Grows
The US. trade gap widened in June to its largest since October 2008.

The June trade deficit leapt to $53.1 billion, surprising analysts who expected it to narrow to $48 billion from an upwardly revised estimate of $50.8 billion in May.

Sony, Toshiba and Hitachi announced on Wednesday that they would work with a government-backed fund to spin off and merge their liquid-crystal display businesses, joining forces in the face of rising global competition.

The deal could create the world’s biggest maker of LCDs for mobile phones and cameras, with 22 percent of the market for small and midsize screens, according to DisplaySearch, an industry research firm.

The fund, the Innovation Network Corporation, will invest 200 billion yen ($2.6 billion) in the new company for a 70 percent stake, while the three manufacturers will equally split the other 30 percent, they said in a statement.

The Japanese government has long encouraged the nation’s manufacturers to consolidate as a way to increase their presence in global markets and better fight mounting competition from rivals like Samsung Electronics of South Korea, which is now far bigger and profitable than any single Japanese electronics maker.

The newly formed business, named Japan Display, will hire managers from outside the three companies and invest in new production lines, the statement said.
The companies, which expect to complete the merger by the spring, plan to increase sales by then to 750 billion yen ($9.8 billion), from the expected 570 billion yen ($7.4 billion) for the three units collectively.

Since 2009, the Innovation Network Corporation, 90 percent of which is owned by the government, has helped Japanese companies make acquisitions abroad and invested in promising new businesses in the manufacturing and new energy industries.

This year, the fund took a 33.3 percent stake in Japan’s first low-cost international airline, a joint venture between All Nippon Airways and a fund based in Hong Kong.

28.5% of the GDP comes from U.S.-made goods?a percentage that proves what we’ve been saying all along:
Making stuff still matters for America.

And it's not only the stuff that we make that matters, reports the Wall Street Journal.
It's the "all the workers and businesses that depend on the American factory, from the truckers who move the Maytags to the car dealerships that sell the Chevys"
that make manufacturing such a crucial component of our economy.

28.5% is big, but just think about the impact an even higher percentage would have.
Our economy would be in better shape, there would be more good-paying job opportunities, and we could regain our spot as the world leader in manufacturing.

This doesn't have to be a dream scenario.
If we adopt a comprehensive national manufacturing strategy, this could be a reality.
The sooner Congress and the Administration come to this realization, the sooner we'll all be better off.

By most yardsticks, the days when manufacturing played a central role in the U.S. economy are a thing of the past.
Fewer than one in ten workers hold factory jobs now, down from nearly one in three half a century ago.
Manufacturing output as a share of U.S. gross domestic product shows a similar decline.

But these measures miss all the workers and businesses that depend on the American factory, from the truckers who move the Maytags to the car dealerships that sell the Chevys.

One way to get the broader view is to look at the breakdown of gross domestic product by product type.
Based on sales and inventory figures, the Commerce Department says goods -
a category that includes agricultural and mining products, but is largely manufactured items -
accounted for 28.5% of the U.S. economy in the first quarter.
That is down from 50 years earlier, when it was 41.9%, but it’s still significant.

What’s more, goods have tended to play an outsized role in the behavior of the economy.
That’s because the goods portion of GDP tends to move up and down sharply as the economy enters and exits recession.
Services, which account for nearly two thirds of GDP, are far more stable.

Despite its diminished role, then, the better off manufacturing is, the better off we are.

Japan eyes global nuclear compensation treaty: report

Japan is considering joining a U.S.-led global nuclear compensation treaty in a bid to fend off excessive overseas damage claims related to nuclear accidents, the Nikkei newspaper reported on Sunday, without citing sources.

The U.S., Morocco, Romania and Argentina have agreed to the Convention on Supplementary Compensation for Nuclear Damage, but the treaty needs at least five countries in order to go into effect.

The newspaper said Japan would start discussions with the United States in the coming week over the pact, which defines the rules for trials for damage claims in countries where accidents happen.

The move comes in the wake of a devastating accident in March at the Fukushima Daiichi nuclear power plant, which leaked radiation and exposed wide-ranging produces from vegetables, tea to water to excessive radioactive materials.

Many countries have banned imports of Japanese agriculture and marine products after the accident, which triggered the world's worst nuclear crisis in 25 years.

Japan is aware that it could be hit with huge damage claims over the Fukushima crisis, but the treaty would not cover damages related to the accident because it took place prior to its ratification, Nikkei said.

Earthquake damage to a Japanese silicon wafer production plant illustrates the manufacturing troubles that can ensue when companies reduce their network of suppliers.

About 40 miles west of the crippled Fukushima nuclear plant, another kind of crisis may be unfolding - this one striking at the heart of the world's multibillion-dollar market for smartphones, portable music players and other cutting-edge electronics.
Little known outside industry circles, Shin-Etsu is the world's biggest producer of advanced silicon wafers, a key material needed for the manufacturing of semiconductors.
Its Shirakawa plant represented 20% of the globe's capacity to produce the building blocks on which some key high-technology products depend.

The disaster could prove to be a major concern for chip makers, including Intel Corp. and Toshiba Corp., that buy wafers from Shin-Etsu.

But it also has turned the spotlight on a much broader problem in the global economy: Companies around the world often rely on small networks of suppliers that may be thousands of miles away.
A good number of those suppliers are in Japan.

Already, quake-related shortages of automotive electronic sensors made by Hitachi's Automotive Systems business have been blamed for halting or cutting production of vehicles in Germany, Spain, France and Shreveport, La.

The crisis also is expected to slash the supply of some vehicles such as Toyota's Prius and contribute to higher passenger car prices in the U.S., where temporary worker layoffs already have hit Ford Motor Co., General Motors Corp. and some Japanese auto firms.

France's PSA Peugeot-Citroen, for example, usually keeps just a 10-day supply of Hitachi air-flow sensors on hand.
With Hitachi controlling more than half of the world's production of this obscure, $90-retail-priced component, Peugeot and General Motors, among others, had little choice but to cut production when those parts began to flow more slowly.

Japan tragedy highlights consequences of corporate offshoring

As humanity collectively sifts through the lessons that can learned from this disaster (including with respect to the perils of nuclear power), Information Week is reporting on another fallout with global implications:

The massive 8.9 earthquake that has caused widespread devastation in Japan is expected to cause worldwide shortages and severe price swings in some semiconductors manufactured in the island nation, according to some analysts.

The electronics expected to be most affected by the 8.9 quake that struck Friday
include
semiconductor wafers used in making microprocessors,
NAND flash used for storing music, video, and other content in handheld devices,
and DRAM, which is the system memory in PCs.
More than 40% of the world's NAND and 15% of the world's DRAM are made in Japan, according to market researcher Objective Analysis.

Such a problem was predicted nearly six years ago by my colleague Barry Lynn, the author of the book "End of the Line."
In a column for the FT summarizing the book, Barry wrote:

Time and again, human beings have learned to build buffers into complex systems.
We design compartments into our ships, circuit breakers into our electrical networks and minimum reserve requirements for our banks.
Yet since the cold war era, we have done the exact opposite with our industrial system.
Rather than conceive market-friendly methods to distribute risk and dampen shocks, we devoted ourselves to eliminating the bulkheads that have traditionally existed between nations and between companies.
To evoke a more raw analogy, in our production system, we bulldozed all the levees flat.

As a result, we now live in a world where an isolated political or natural disaster on the far side of the globe can disrupt basic systems on which we all depend.
Consider what would happen in the event of war on the Korean peninsula, or an uprising in south India, or an avian flu pandemic in industrial Asia.

In the first case, we would immediately lose half the global production of D-ram chips, 65 per cent of Nand flash chips and much more.
At a minimum, the result would be massive disruptions in the electronics industry and in all industries that depend on electronics components.
In the second case, numerous global companies, including banks, would lose their ability to process information because they have relocated key back-office operations to that region.
The third case, meanwhile, presents chilling proof that the production system has evolved in directions no one expected.
As a recent article in Foreign Affairs noted, one cross-border system that would collapse in the event of a pandemic is the one the US relies on for medical respiratory masks.

In each instance, an everyday disaster far away would set off potentially massive disruptions of the industrial systems on which all nations depend...
It is time to admit that our grand experiment with radical laissez faire management of industry has failed.

While the global response to the Japan earthquake in the short-term will rightly focus on saving lives and avoiding further deaths,
policymakers should also assess why they have allowed corporations to break down reasonable buffers against excessive offshoring of production.
A little more redundancy in supply chains is not only collectively rational, but would also have the benefit of creating jobs at home.
